The day Lord Vamana's incarnation is observed, for your city
Vamana Jayanti, also known as Vamana Dvadashi, commemorates the incarnation of Lord Vishnu as Vamana, observed in Bhadrapada Shukla Paksha.
The date is decided by which day Dvadashi holds Madhyahna Kala (midday -- the middle fifth of the day's own daylight span) and whether Shravana Nakshatra combines with Dvadashi or the preceding Ekadashi. When neither tithi combines with Shravana at all, the day is decided by Madhyahna coverage alone.
Vamana Jayanti Nirnaya, like most panchang determinations, has been interpreted somewhat differently across sampradayas over the centuries -- please follow the convention observed by your own family or tradition where it differs from what is shown here.
